It cant be anything bad

I'm a virgin and reguarly masterbate without lube/dont wash enough afterwards.Anyways, every month or so the glands around the head would get a bit swollen with what looks like a blister or a pimple with blood and puss coming out if irritated. I just want to know what it is as I worry. It comes for a few days,  causes a little discomfort and then goes without treatment. It hasnt come back now for 3 months but I am too worried to masterbate again incase it comes back.

OK, just so I know you understood my description properly.
From about August 2008 until September 2009 around the 20th-25th day of the month I would get this red pimple on my penis around the glands or head, always in the same spot, same time of the month (it was that regular that I called it a menstrual cycle at one point) It came for 3 - 6 days and then went. Usually I would masturbate 1 or 2 times a day and not use lubrication or wash properly and it would come back. There was a month in bertween that it didn't come back also. Since September this year I have masturbated in the shower and this pimple doesn't appear around the 20th. Today I woke up and there was a  much smaller version on my side but I'm not exactly sure if its the same or not. Could the pimple on my penis be from friction or being a bit unhygenic? Nothing infectious? I should mention I heard that you could get STD's from shaking peoples hands and then touching myself so I was worried and I was tested for Herpes 1 and 2, both were negative. I am still worried that it can be something infectious.

From the symptoms it looks like folliculitis. Sebaceous cysts are the second possibility. A sebaceous cyst is a closed sac occurring just under the skin which contains a "pasty" or "cheesy" looking substance called keratin. They may occur anywhere on the skin and penile skin is no exception. But the first possibility is of folliculitis which can be due to irritation of follicles and glands of skin.

Thanks, is it normal to get cysts on the penis? And also, would they come once every month or..?

apply some topical antiseptics. Also wear loose-fitting cotton clothing and use an antibacterial soap or mild soap like dove. Avoid any kind of cosmetics. Topical antibiotics such as mupirocin or neomycin containing ointment are also useful. In case the symptoms persist then oral antibiotics may be needed. Please consult a dermatologist in that case. Then the other possibility of a cyst also needs to be ruled out.
