Itching all over. No allergies that I know of. Red bumps because of the scratching. What is this?

I have this non stop scratch.
When it started about 3 months ago, it was only on my thighs. Eventually it started to occur on all of my legs. I couldn't take much longer so I went to my doctor after about a month and she did a bunch of blood tests and other tests to see what was going on. She thought maybe I was allergic. After asking me a lot of questions about product usage change and etc she called me back the next day saying she found nothing wrong.
This was unsettling. I still had the itch.
A month later I was itching everywhere. I mean head to toe, literally.
I went back, and she gave me a prescription for something, I don't remember what it is.
It helped for a say and then stopped helping.
Today this itch is worse than ever. When I feel itchy anywhere I try to avoid scratching because not only does the skin become red, but I get bumps allover that area.
What could this be?
I have no allergies that I know of and I haven't changed any eating or product usage.
I need help.

Itchy skin without a rash can be due to dry skin, allergic reaction or internal diseases like liver diseases, kidney causes etc. The other possibility is of neurodermatitis. Neurodermatitis develops when nerve endings in the skin become irritated, triggering a severe itch-scratch-itch cycle. Common causes of nerve irritation include an insect bite and emotional stress. I suggest you to get an examination done from a dermatologist.
You should take a comfortably cool bath and wear smooth-textured cotton clothing. Covering the affected area with bandages and dressings can help protect the skin and prevent scratching. You should choose mild soaps without dyes or perfumes and use a mild, unscented laundry detergent when washing clothes, towels and bedding.

Please take a second opinion from a dermatologist if the symptoms persist. He/She will start with the specific medications. Topical steroids are very effective in relieving the symptoms.
