Itchy lips, small white bumps

I am an 18 year old male with 0 sexual experience - both oral and genital, lately I have noticed a collection of white bumps at the bottom of my upper lip on both sides of my mouth. The spots are somewhat itchy however there is no swelling or redness so far. I also think the itching might just be a placebo as it is very minor however im not sure.

They look like this http://byebyedoctor.com/wp-content/uploads/2010/12/fordyce-spots.jpg
However on a much smaller scale, I do suffer from fordeye spots which these resemble really closely however my fordeye spots have never been itchy and I never had them on my lips before.

I avoid sharing bottles however I have done it a few times, not with anyone I dont know or with blisters on their lips. I have also had some allergic reactions to mosquito bites lately if that could be the issue.

Could these be herpes? I have also had a sore in the corner of my mouth however I believe that was due to my lips being very dry after a hangover. I also do eat a lot of greasy food if it has anything to do with it.

Help? Thanks!
