Dermatology/scaly lesions

Hi, iam a 22 years old male and a year age isome hypopigmented spots started to appear on the proximal end of my penis shaft over a year it started to increase in size and became scaly , the scales was like a powder that was easily wash out with water and reappear again after a while after a period it became itchy so i went for a doctor who prescribed me topical anti-fungal and he wasn't sure of the diagnosis. I started the treatment and these spots started to shrink there was no itching after a week i stopped the treatment as the doctor told me but the spot recurred but in large size and moe itchy . Till now i consulted two doctors and they didn't know the diagnosis. Am in need for some help. What do you think the diagnosis and what treatment should i start. Thanks
