Mysterious black dots

Hello,
I am hoping someone can help. I developed black dots on my left palm about a month ago, then noticed I was breaking out with them on my right palm and hand. They are raised w/ a black center and from the research I have done, seem similar to plantar warts. I recently had a cluster pop out that are itchy and painful. I went to the dermatologist's PA and she said they were broken capillaries. I don't believe this to be true. Has anyone seen this condition before?

I don't think these are warts.  I have this problem in the winter time and believe that, for me, it is circulation related.  I found others with a similar ailment after searching 'small topioca bumps hands'.  Please, let me know if you find any thing else out.

I have the same thing going on and I was told that it is impetigo and have been treating it for over a month with antibacterial cream.  It was supposed to go away sooner than this.  Makes me wonder...
