Peeling Skin on palm twice a year

Skin peeling on palm and occasionally under feet twice a year when season changes from winter to summer n vice versa.
My skin peel for almost a month and sometimes more. My hands look same as in the pictures in the link: http://www.dermnetnz.org/dermatitis/exfoliative-keratolysis.html
It has been happening for as long as I can remember. My mom says it had been happening to me since my infancy (I had it during my first season change from summer to winter). Have visited several doctors, stopped seeing doctor for this problem 5 years back as always they had same thing to say: "Its just dry skin. you don't moisturize properly" even tough I empty bottle of oil but never got a name or solution or after almost a month of treatment when my skin start recovering (which already happen naturally) they say "see now you are good and we are 99% sure it won't happen again" and it do happen again.
The only problem during my birth was that I had Jaundice and my mom says I was kept in Special Child care section for almost 2 weeks just after my birth.
My palm sometimes itch and feel like they have 1000's of little bumps. I can not even imagine holding anything hot, being Indian we eat our food with hands so my mom-dad (friends) have to help me out to tear the hot rotis (I hate relying on others for such little acts).
Mostly they feel really dry even if I slather my palms with oils (coconut or olive).

last season change it almost vanished. I was so happy to not have it. But this season change it is back and is bolder.

what should I do please help me.
