Penile Eczema Treatment

I was diagnosed by a dermatologist with eczema / dermatitis of my penis glans.  I've been treating with prescribed TCI (Protopic) for approx. 10 months, twice daily.

I was not making very good progress over this time.  Upon visiting my doctor a week ago he suggested that I switch to a combination of Hydrocortisone 1% & Protopic.  I would apply Hydrocortisone in the morning and Protopic in the evening.  I did this for one week and made pretty decent progress.  Much more progress then 10 months of strictly only Protopic use.

I returned to the doctor today after 1 week of Hydrocortisone + Protopic and he told me he didn't think that Protopic was effective and to switch to twice a day Hydrocortisone 1% for 7 more days and then stop all steroid use and return and re-evaluate.

I suppose my question is as follows.
- Does this hydrocortisone usage pose any significant risk of skin side effects?  At the end of the 14 day prescription I will have used as follows.  (1x daily for 7 days) + (2 x daily for 7 days).

Anyone with experience here let me know if there are any negative side effects to this course of prescription.
