Concerns about Rash Neutrogena Moisturizer has not gone away

About a month I ago I purchased Neutrogena Naturals Multi-vitamin Moisturizer, thinking it would be great for my skin because I have no acne at all.  I dont apply any makeup to my forehead. After two days of using it I started noticing little red dots all over my forehead which is where I apply the moisturizer every night. I didn't think much about the dots and stupidly aplied the same amount every night for a week or two. This is when I quit using the product because the dots became bigger like red circles and big huge pores opened. I have been unable to get in contact with a dermatologist. I have added a picture of it. It's been two months and a half and the dots have still not gone away. The ingredients list is simple for this product a lot of oils and a couple other things but it has very bad complaints against it similar to mine. Please if you have any suggestions contact me.
