I hate to tell you that Neutrogena products are not your best choice. Go to a health food store and ask for something that contains no added fragrance, colors, etc. Do not use styling products. They are horrid. If you need a moisturizer, try coconut oil (tiny bit) for skin and hair. I use pure vegetable glycerin as a body lotion with good results, and I have severe skin sensitivities. If you want a more mainstream product, try Lubriderm Sensitive Skin formula (the aqua label). It's lanolin free, too. If you're allergic to wool, you should avoid lanolin. Shampoos, lotions, deodorants, etc., should have no ADDED fragrance, which includes masking fragrance.

Since the rash has started after you moved in the new house, hence it can be due to allergic reaction like allergy to dustmites or mold( if you are having it in the house) . I suggest you to consult an allergist and get allergy tests like skin allergy tests( skin ***** and patch tests) and blood tests like RAST done.
If it is due to an allergic reaction, then prevention of that allergen is the best treatment.
