Razor Bumps for months

I have been struggling with razor bumps for months now and I dont know what to do about it. I have tried putting aloe vera on it and triple antibiotic ointment and razor burn cream and it doesnt seem to go away. It does in some spots but not in others. Im not sure if it is an infection of some sort and not razor bumps but if anyone has any advice on what i could do for other treatment please let me know!!

You can have the recalcitrant ones removed by electrolysis.

That's what I have thought and I'm not sure what to do to get rid of them. I have tried to pluck them out. I usually can get them out but these don't seem to go away
