Red bumps under nose, what could be the cause?

My daughter (10) has had small red bumps under her nose for several months. They are not itchy, or irritating, just very noticeable. Tried antibiotic creams, Biacna, Flagyl, and Spectrogel for cleansing. Doctor doesn’t seem to really know what it is, looking for help.

Are they changing in appearance at all- like do they grow or shrink, change color?  Have you been able to consult a dermatologist or just her pediatrician?  If you haven't been to a dermatologist, I'd start by pursuing that a bit further to see if you can't get to the bottom of what they are.
