Red,shiny around the shaft of my penis just before the head

Hello, am 21 years old male uncircumcised and recently i noticed on my penis that the skin around the skin of the shaft of my penis is acting weird, and by that i mean that it started looking as it was peeling. After that i started washing it only with water and started putting lotion to it so it wont peal. The peeling got reduced but its still noticable after a while, but now it got all shiny smooth and a bit more red than the rest of my shaft skin. The week before than i had some rough sex with my girlfriend which was is fine and tested and i also was taking antibiotics for some other problem that i has nothing to do  with my penis problem. I remember the peeling to have it previous times but less noticeable and then was doing fine. I urinate fine without any problem, it doesnt ich but i can feel its something wrong down there, what should i do?
