Redness/Irritated area on penile head /glans

Hi there, im 19[virgin]
I have problem with my penile head looking irritated/red, its usually more visible after masturbation [as on the pic] and when the penis is erected its barely visible, when its erected it looks good pinkish color, you can still see patches but very slightly. But what i dont like is when the penis is down as it looks not really pleasant. I tried not masturbating for about 2 weeks and the redness went away tiny bit. Its been like this since i got circumcised when i was about 10.
I think the redness /irritated area on tip of uterus is because [i sometimes get random erections for example somewhere outside and it gets into wrong places and i cant really fix it ? so it just keeps rubbish rough against underwear which is why i think the tip is irritated but what about those areas around it the reddish.
