Strange Thing on Leg

My girlfriend has a spot on her leg and it seems when she went to two doctors already they couldn't give her a definite answer to what it is. I was wondering if anyone could look at the image and give me an idea. I am hoping over the counter medications will make it go away. She says she feels like it has 'roots' and it doesn't hurt on the rough looking part but it does around the edges.

MEDICAL PROFESSIONAL
Hello,
Such a rash can be due to stasis dermatitis, asteatotic eczema, nummular eczema, psoriatic patch, Hypertrophic lichen planus or a benign or malignant condition of skin. Confirmation can only be done after a biopsy skin for which I suggest you to get it examined and biopsied from a dermatologist.

It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided. For exact diagnosis, you are requested to consult your doctor. I sincerely hope that helps. Take care and please do keep me posted on how you are doing.

Does it foam like crazy if you put peroxide on it?  Just so you know, doctors think if you use peroxide you should mix it with as much distilled water as peroxide so it doesn't cause tissue damage.  That may matter since it's pretty big.

I would not only try peroxide to get rid of the yellow surface, but wash with neem soap.  When I've had smaller wounds like that, I have not had luck with antibacterial ointments.  This wound is so large that I am surprised she wasn't referred to a wound infection expert.
