The big white patches on each of the thighs

I'm 18 and a virgin. About 3 weeks ago I noticed something strange on the skin of my thighs (upper part) which is always in contact with each of the testicles. Now that thing is changed into big white patches they give a very satisfying feeling on scratching. It is like milk or some white liquid has fallen and has turned into a hard skin lol.
Someone said me it's because of excess dandruff in my body! Is is true?

Besides this, the skin of my testicles is shedding off. I peeled some of the skin but not all the new skin grew up again but there are tiny white spots on testicles. Some area is still shiny as no skin is grown again. Often testicles and thighs gives such an itchy feeling that I just cannot sit and have to scratch badly. Along with all this, the skin of the shaft of the penis, the lower base, is also shedding but this isn't that serious. Though I'm worried. This all causes no serious pain or burning but at times it becomes unbearable plus it's embarrassing as well.

Would be very helpful if anyone would answer .The solution to get rid of all this? Im also afraid that its not candida , male yeast infection, or jock itch.
