There are small red bumps on side of big toe, itchy and spreading?

Hello, 3 weeks ago I had what started out as a small red bump on the big toe mound of the bottom of my foot. I got it overnight and I thought it was just a bug bite and it itched but I left it alone. Over a week it spread into a slightly larger patch of small red bumps and it was itchy, but I applied a hydrocortisone cream and eventually it went away. Now the small bumps are back but on the side of my big toe on the same foot, and it is the same case, but the bumps are more spread out now. It's been a few days but this time the hydrocortisone cream isn't working anymore. I feel like every time I check it it spreads a little more. I am getting kind of worried, is it an allergic reaction? But to what? And how can I get rid of it?
