What are these marks on my arm?

For the past 2 or so years these deep red/purple marks have been on my arm. Occasionally they swell into a sort of acne but if popped they release a dark red/ black substance, possibly congealed blood. Marks on both arms, but more severe on the right arm. I have tried several acne creams but none make them go away as they seem to be below the surface. Any idea what they are?
