What can cause constant rashes on only one specific part of the body?

My husband had a lump appear near his elbow that was sore. We thought it might be some sort of bug bite. (We live in Thailand, so who knows what could have bitten him-- assuming it was a bite.) That has since mostly disappeared, but ever since then, he has been getting rashes all over that arm from touching pretty much anything. Patches appear and disappear on that one arm daily. It's been about a month and it's not going away, and is localized. Two dermatologists have labelled it simply "contact dermatitis" but are baffled as to why it only affects his one arm. Why would anything only show up on one arm? What can he do about it? Has anyone else had sensitivities like this only in one area of the body?
