White tubes around hair

Hello all,

I've had this issue for as long as I remember and can't figure out what it is... I have black hair, so it is especially noticeable. I consistently have tiny white tubes around my hair strands... they are not numerous, and tiny (1-2mm long) and if you are standing at a normal speaking distance you probably would not notice them. They quite literally wrap around my hair... I have to put my fingers on them, and move them down the length of the entire hair to get them to come off, kind of like removing meat from a skewer. Once off, they are tiny hollow white tubes. My scalp is not itchy or greasy, they don't look like dandruff (not flaky), and anti-dandruff and clarifying shampoos have no been helpful.

If anyone can identify what these are... that would be much appreciated.
