Hello,
This hypopigmentation is due to effect of the steroid cream and is temporary. Without treatment, this usually takes about 6 months to resolve and for the skin color to go back to its normal color. Do not apply any steroid cream till it gets resolved and use steroids only under a medical supervision.
It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided. For exact diagnosis, you are requested to consult your doctor. I sincerely hope that helps. Take care and please do keep me posted on how you are doing.
