Jock itch is a treatable condition and it will be treated in a little time.The only thing is that treatment is to be followed religiously and even when the rash is gone,it is important to consult your doctor for your follow up visit as sometimes medicines may be required even after the rash is gone.Stopping treatment early can result in recurrences.
Also when the condition is treated try keeping the area dry and use 100%cotton underwears.Also avoid using other people’s personal things like towels etc.

I cannot confirm anything without examination but it sounds like tinea cruris.Wash your groin daily and then dry thoroughly by pat drying,not rubbing. A hairdryer is useful if you have hairy groins.The damp groin is an ideal site for fungi to multiply.Also wear cotton underwears and change them twice a day and do not share other people’s towels.
Most cases of tinea respond to over-the-counter products, which contain any of several basic ingredients: miconazole, tolnaftate, terbinafine,ketaconazole and clotrimazole.You can consult a pharmacist and get any cream or lotion containing these ingredients. Some of them are Lamisil, Monistat derm, Mycelex, and Nizoral.If the symptoms still persist then pls get it evaluated from a dermatologist.

Your doctor probably diagnosed scrotal dermatitis,however a fungal infection could be super added.Few days of application of candid creme should do.Recurrences are not uncommon.
