How long until his penis heals?

He had a painless rash with red bumps and the doctor believed it was dermatitis, nothing serious, so he applied hydrocortisone for a few weeks. This caused his skin to be extremely sensitive to the point where it was uncomfortable. He stopped the treatment a little while ago and still has the sensitivity. Does anyone know about this? He's worried it'll stay this way forever.
