red dots on the tip of my penis

i am having these tiny red dots on the head of my penis which seems to go in winter conditions and then again come back in summers and rainy seasons. i could also see those even after masturbation. are they really a serious concern for hiv or simple medications will do it for me ? i am really worried please help me out

thank you for your advise i used betadine powder in it and had fluconazole which cleared it all up

It can be due to dermatitis skin. Wash the area with fresh water. Do not use any cosmetic products at the sites. You can apply some calamine lotion at the rash as it will help in soothing the skin. Also wear cotton undergarments. Maintain hygiene and try to keep the area clean and dry, wear loose-fitting cotton clothing. Also use mild soap like dove. Avoid deodorant / cosmetics. If the symptoms persist then get a skin biopsy done from a dermatologist to confirm the diagnosis.
