Yes you can use cortisone cream but use it only for a few days and if the symptoms persist then get oral steroids also prescribed. Steroid creams are not without side effects and should be used cautiously. the side effects include increased thinning and atrophy of skin.

It can be due to eczema skin or seborrheic dermatitis. So please get this possibility evaluated.
Till then, take some antihistaminic like Benadryl and apply some calamine lotion. Also wear cotton undergarments and use mild soap like dove. If the symptoms persist then please get an evaluation done by a dermatologist. You may need topical and oral steroids.
