Mysterious red dots

I keep getting these tiny red dots on my left arm. They are not itchy, nor painful in anyway. They're small. At first I noticed 3 on different parts of my arm. I scratched them they opened, but no liquid came out. They healed over within a few days. Then one on my shoulder and now I noticed two more. I asked 2 doctors and they both said they appeared to be bug bites and not an hsv infection. But they keep appearing almost every other day.
