Although the zinc oxide initially seemed to alleviate the burning sensation, it also seems to have exacerbated the rash and caused it to spread. I was initially concerned about using hydrocortisone because I was worried that this might be herpes, but after switching to hydrocortisone and taking some benadryl, the rash is almost gone and the lymphatic swelling is diminished. Any idea what this is?

You have described this to be a rash with an associated burning sensation. This sounds like an infection. A fungal infection or an STD may be differentials here. You may apply antifungal cream in the area and observe if this resolves in two days time. If it does not respond, applying topical antibiotics may help eg mupirocin. Wash the area with a mild cleanser and keep the area clean and dry as much as possible.
As for the swollen nodes, if the rash persists despite topical medications you may need blood tests for a complete assessment and oral medications may be prescribed.

Or it could be a bacterial infection of the affected can also cause swelling of the draining lymph nodes.
In this case a course of antibiotics for skin infections and application of anti-bacterial ointments will help.
