Butter is better choice, though both are fine for diabetes.
Marg contains more "unhealthy" fatty acids than Butter. However, if you work out regularly, it does not matter which one.
In addition, neither will raise glucose levels. Butter contains animal fat. Animal fat raises LDL [bad cholesterol] and triglycerides levels exponentially. Margarine is made with chemicals. Research has it the fat in margarine leads to heart problems. In either case, if you have to use them moderation is the key.

Margarine is very processed and is man-made.
I would say butter is better.
Personally I try to keep my diet as natural as possible.
Look into low carb diet if you are wanting to manage the diabetes with diet as it tends to be more effective than the traditionally recommended high carb, low fat diet.
