Ineffective human insulin

My mother aged 67 was having diabetes for the last 20 years. Her sugar level was within control during the years with the help of oral medications. 6 months ago,  she developed neuropathy and was treated but was asked to swith over to insulin as pills are not able to control her sugar level. Sicne, the admininstration of insulin which is at present 20 units in morning and 30 units in evening, her sugar level is more than 250 mg. Kindly help as we feel insulin is ineffectivei her case.Please also inform any other alternate treatment/medication so as to reduce her sugarlevel to normal or near normal
