two diagonisis from two vets what do I do? 14 year old poodle, trachia or heart?

one vet said my 14 year old poodle had heart issues the other said it was a calapsing trachea, which I agreed with. Now I am not sure, he never gets out of breath and seems to cough at night mostly. Not during or after walks. I really do not know which vet is right so how can I treat the condition until I know? He is on a cough medicine for the trachea when on heart medicine since they were water pills he had to pee a lot and it did not really help the cough. The medicine for the trachea seems to help the cough.

I guess the problem you have is that he could have both conditions. I would certainly want your first vet to explain what is meant by "heart issues", which is not a diagnosis. What heart issues? What illness? And what treatment is he suggesting? What follow-up (to see if treatment has been successful)?

A collapsing trachea is a symptom, not an illness as such. So, your second vet also needs to provide you with more details. Why is the trachea collapsing? Is it congenital or due to an illness? Can it be treated? What are the options?
