my parents gave her to me as a gift so i dont know of shes purebreed or not. and i dont let any male dogs near her but when im not there my parents put her with a male husky so she can try to have babies but i tell them its a bad idea. and thanks ill take her to the vet and ask them about those test! :)

Hard to tell. Not sure who you got her from but maybe she is not purebred. It could just be genetics and she stayed small. Could be an endocrine problem.
I will say that this is obviously not a good specimen of this breed. You already know there us a size issue and possible vision problems. Your dog should be spay and not used fir breeding! Why produce more dogs with potential problems? This would not be fair to the quality of the breed and possible problems for puppy buyers. Breeding is a science and a big responsibility.
Check with the person you got the dog from and see if they know of any problems with the line. They should! You might ask your Vet to do some blood work and include thyroid.
