The feeling behind the tongue is probably the hypertrophied lingual tonsils or ectopic thyroid tissue (lingual thyroid). This can be confirmed with the indirect laryngeal examination or flexible nasopharyngoscopy and ultrasound of the neck.
Laryngopharyngeal reflux is another common condition which gives rise to the above mentioned symptoms in the throat. Apart from that there are few more conditions such as, Globus pharyngeus, Plummer Vinson syndrome, etc. giving rise to the throat discomfort.
Try taking proton pump inhibitors (such as Omeprazole/Esomeprazole) for the first condition, drink plenty of warm water, avoid coffee, tea, fizzy drinks and alcohol for few days.
If you feel the symptoms are relieving please do consult an ENT specialist.

Have you seen an ENT Specialist or all Family Physicians/PCPs? I would request an endoscopy of your throat. I am not sure about the "muscle spasms due to dust allergies." Are you taking treatment for this allergy problem? (allergy injections, medication, etc.)
And no, this is NOT normal.
