How can I lose fat and not gain muscle?

I work out for an hour pretty much everyday and it's very high energy (can burn up to 1000 cal). I just want to lose a couple inches around my waist, firm and tighten my gluts and abs and lose some of that thigh blubber. I am 5'8'', 140lb, and active. Maybe I can't lose it because I eat whatever I want and when I want.  
Please can anybody tell me what I'm doing wrong?

Hi your body mass index comes out to be 21.3 which is absolutely normal. If you want to lose weight of fat but not to gain muscle size then you just to the aerobics, a treadmill, cycling or similar exercises without doing weighttraining. This will help. At the same time you must take proper amount of calories from a balanced diet. All the best.

Are you lifting heavy weights and eating enough? In order to preserve muscle while dropping body fat, your calorie deficit must not be too low and you need to be lifting heavy weights to preserve your muscle mass. But at 5'8 and 140 pounds you are definitely not overweight- your problem may be that you don't have enough muscle mass!
