I would want to strongly suggest here that if you are below a BMI of 25 then do not be strict on yourself.
If you want that strict waist line and the super slim figure then there is no alternative to hard work and selection of clever diet.

I am in a similar position and am having a hard time losing. The comment above is right decrease calories and increase exercise. If only it were that easy:)

You are in normal BMI i.e. 24 with a weight of 140 pounds and 5'4".
You can lose 10-15 pounds maximum and for this you have to squeeze some calories in your diet and go for regular cardio for 45 minutes for the next 3 months.
Eat healthy and do not starve yourself, concentrate more on the cardio front.
Take to a dietician about the diet plan and choose whatever form of cardio you like.
