1) Ice the area with ice packs, take NSAIDs
2) follow up for an X-ray to rule out any fracture in your tibia bone.
3) Keep your legs elevated and with rest and NSAIDs your inflammation should subside in couple of days
4) For any other complications of the injury and based on diagnosis after the scans you have to follow up with an orthopedician if required.

I agree with Cindy, you should go to the doctor. If you can move your foot and toes, then it probably isn't broken and therefore no need for an ER visit but still should go to see your family doctor. While waiting to see the family doctor, I would suggest keeping your leg up, wrapped in an ace bandage and use a cold compress for 15 minutes, then keep off for 15 minutes, back and forth. Also, if you can take Ibeprofen, it helps with swelling as well as pain.
Based on the symptoms you've described it sounds like you need to see a doctor to rule out possible serious complications like broken bones or a blood clot.
