Busted Superficial Blood Vessels

I often have busted blood vessels in the whites of my eye (that are visible), but I have never had my superficial vessels to bust. Since I have hypertension I know the normal busted of blood vessels are from this. But I am worried, can a brain tumor cause your superficial blood vessels to bust or is it also from hypertension.

These superficial broken blood vessels (subconjunctival hemorrhages) are extremely common and only rarely serious. They are not due to hypertension or brain tumors.

In case further specification is needed, the vessel is in my eye and I forgot to say that when I move my eye ball upward (kind of like rolling my eyes) it hurts, maybe like pressure or something.
