Constant Tearing & Dilating In Both Eyes

My mother is 62 and for the past week both of her eyes are constantly dilated.  She had an eye surgery last year in her left eye because she had a hole in the macular.  That eye is fine but is dilated the same size as the right.  The right eye tears and she is having to wear sunglasses at night.  She claims that headlights on cars have a star effect and words on the televison seem blurry.  She went to the eye doctor and they put drops in the eyes to see if the pupils would change and there was none.  They don't even change to light.  She has used eye drops before (not prescription) for dry eyes.  She has stopped everything.  She also was put on a testosterone cream and that was done at a Compound Pharmacy.  She even stopped using that.  My question is of course what could be causing this, could any of the eye drops she has used be contaminated? Could she have gotten something in her eye to last this long?  She even claims that the head lights too look blue in color.  I hope you can help, I know she is scared and I am a very concerned daughter.

pain, excitement, damage from previous eye surgery, medications taken by mouth or topically, neurologic disease of the eye or brain would be the most common

Is there any way to at least tell me what can cause constant dilation in the eyes?
