No eye muscle movement

My husband has developed this inability to move his eyes and must move his head to see anything on the side above or below.

What is it? and what kind of doctor should her see?

It would be hard to tell without a baseline examination by a general ophthalmologist, probably for referral to the appropriate specialist.  The underlying cause could be the eye muscles, or possibly it could be a neurological problem.  If it has to do with the eye muscles not working properly, he would probably need to see a strabismus specialist.  If neurological, a neuro-ophthalmologist.

This is a neurological problem.  Please see an neuro-ophthalmologist.

I'm not a physician or an eye care professional, but neurologists generally take the lead in muscular dystrophy cases.  Perhaps one of the contributing forum ophthalmologists will shed additional light.  You might also want to re-post your question in the Expert eye care forum..

Good luck.
