Very odd visual disturbance

About 2 months ago I noticed something like this in my entire vision. It is kind of hard to describe.

The tiny sparkles are particularly noticeable on objects with solid color. My eye doctor told me I had PVD in both eyes. Could PVD cause this? Will it get any better?

You may have had a PVD but your symptoms are not typical of PVD which usually include increase in floaters and sometimes flashes of light of short duration.  You may be aware of entopic phenomena possibly the "flying corpuscle phenonmena"  or blue field effect. Read the section on entopic phenomena in Wikipedia to see if that sounds like what you are seeing.
