Unknown Cause of Red, Irritated Eyes

My husband has had an irritation in his L eye & it was diagnosed as a Chilazion by his GP.  He was given drops at first & told to do the warm compresses 2x a day.  He recommended same treatment, different drop.  These drops are Tobramycin & Dexamethasone.  This didn't clear it up.. The doctor then injected the chilazion and it got better for a couple of days but then the R eye started w/ a sharp pain that was accompanied by inflamed blood vessels.  His eyes were super super red and bloodshot.  Since then the eyelids of both eyes are irritated..  So the doctor now thinks he should have allergy tests done and is basically at a loss.  He is on Tobradex eye drops.  He was told to use those drops just when it got really bad.  Any ideas?  It is really frustrating and this has been going on for about 3 months.  He is also doing the compresses 2 x a day & was also given pre- moistured eyelid cleansers.  Could it be a sensitivity to paraben?  If so, what is recommended for that?  What shampoo, soap, moisturizer, shaving cream etc...

No, no no....I'm sorry I forgot to add, after the initial GP visit & treatment, he went to an ophthalmologist.
