Vasoconstrictor

The doctors on this forum claim that vasoconstrictor overuse cannot cause permanent damage, yet the drug cuts off blood flow to certain parts of the eye.  Does this mean that cutting off blood flow to certain parts of the eye cannot cause permanent damage?

Vasoconstrictors do not completely stop the flow of blood only reduce the flow but not low enough to damage the eye.
