I know you'd like to help, but the problem is that you may not know any of the possible causes that docs have already tested for and ruled out. There can be a LOT of different causes for fecal and urinary incontinence, and all of the tests need to be done and medications tried before you start to think about surgery. Do you know all of the tests he's had? Has any disease been diagnosed that could result in the fecal issues such as pancreatic problems, celiac disease, inflammatory bowel issues, or???
Spinal issues can also be an underlying cause of issues such as this. What has the pediatrician said to try, or what suggestions have been made.
There are several types of operations that can be done to try to control urinary incontinence including sacral nerve stimulation (you can google on that), but none appear to be 100% perfect. There are also meds that can be tried to try to decrease that problem, but the fecal incontinence is a different matter all-together.

Since birth he has urinary and defecation sphincter insufficiency and cannot live without pampers. they are trying to do something. They heard that microsurgery can help by implanting the nerve to control the muscles. What you are saying about the device maybe it is the only real way, but where is it possible to get one (do you know the hospital where it can be done)?
You're going to have to explain what you mean a bit more fully. There is no way to implant a nerve into the spinal cord. If the son is experiencing something like urinary incontinence there is a device that some people have found useful that runs wires from the root(s) of the spinal nerves into areas that help control the sphincter muscles to try to control urinary output - so people don't leak. Is that what you're speaking of?
