Tissues wiping after sex with a prostitute- hiv risk

I am a circumcised guy.
I had protected sex with a prostitute.

After sex I removed the condom and first properly wiped my penis with a tissue, then after 3 - 4 minutes I  washed it with normal bath liquid soap.

While washing my penis my urethra stated burning.
It never burns when I wash normally(even after sex). But this time it was burning.

Is it possible that in the process of wiping my penis with a tissue (which I did first time ever-after sex) , the urethra tip was hurt (it's  burning for more than 48 hours now.) And the prostitutes virginal fulids on the condom and penis back side might have touched the hurt urethra tip in the wiping process?

Could the washing also transfer hiv virus  from penis back to the hurt/burning area?

HIV is instantly inactivated in air so can't infect which occurs as soon as HIV leaves the vagina. Check the std forum because condom prevents HIV but not std.
