Approved Timeline for HIV testing

Can anyone provide me the link for the approved timeline for HIV testing (CDC or FDA). In this website I keep on reading about the 3 months approved mark for testing but i couldnt find anything official over the internet. (some doctors say that there is a chance that few people might seroconvert after six months).

the only ppl who might need to test further than 3 months are those with a SEVERELY COMPROMISED immune system.  this would include ppl on chemotherapy, taking anti-rejection drugs, and CHRONIC, LONGTERM iv drug users.

according to the cdc..the guideline is 3 months since 2004..
if you search this forum you will find a link to the cdc testing manual which says 3 months
