Are sexual fluids infectious for HIV?

Hi Dr. I'm a Vietnamese so my english is not well.  I hope you don't pay attention to my english.
My question:
I knowm sexual fluids contain infectious HIV. So HIV HIV is a sexually transmitted infection.
Last night, I had protect sex( i used condoms while I had sex with another, i'm male, another is female). While coitus, my condoms is intact. After I had finish it. I removed it by myhand. Suddenly, i remember myhand had injury, myhand still bled. Because while coitus, I touched myhand into the prod.
I worried.
Should I use PEP ??????

You didn't have a risk because you didn't have an open laceration and your hand was not bleeding when you removed the condom.

Why ???
The sexual fluids isn't waterless. The sexual fluids touched the stream of blood.
