I agree with Vance 100%. Whoever wrote that is a complete ignoramus and probably responsible for people who have had no risk events worrying unnecessarily about HIV
You can see a Dr if you wish but it is not a risk. That "Ask a Dr" is a joke.
I'm so confused and a bit frightened as I am pregnant, I asked the same question on "Ask the doctor" and got this response

As I understood from the history that you had back-splash from the toilet which had blood at the bottom while flushing it. As you are pregnant and your concern about contracting HIV infection is genuine. Firstly as the blood was mixed with water and was a splash, the chances of infection stands reduced, but as the vaginal area is fragile and if there existed any abrasions or raw areas due to scratching then probably the direct contact with the bloody splash from the toilet pool can cause transfer of virus.
Hence it is advisable that the earliest you can get yourself screened for the virus would be in 3 weeks with an HIV RNA PCR test which can estimate and identify the HIV RNA and can confirm or negate infection.
But if there had been raw areas in the vaginal perineal area, then it would be better to opt for PEP. You may visit your physician and discuss your options in detail and take an informed decision."

No risk at all. The virus would have long since died, even if it was possible. You had no risk and are fine.
