How accurate is an HIV test 3 weeks post exposure

I got an HIV test 3 weeks post exposure while i was taking PEP and it was negative. I also wanted to know if you can get HIV from RECEIVING oral sex. Im a female and a male (who i know and have slept with before) gave me oral sex on saturday and i was worried that he might have had a cut or bleeding that i didnt see. When i observed his mouth after he was done i didnt see anything alarming but i didnt ask him to open his mouth. Hw had been drinking alcohol prior to performing oral sex if that matters. He also had a hang nail on his finger and he fingered me, it was not bleeding... should i be concerned?

I had sex with a guy and the condom came off. This was a prior incident.
