Condom+ vaginal sex with masseuse??

So I am uncircumsized (this adds risk), and was a bit pushed into sex w an asian masseuse. After I came, I pulled the condom off with my hand, and in doing so, touched some of her vaginal fluid. Then I wiped off my penis with a tissue, but some vaginal fluid may have come in contact with my foreskin. I am anxious, so I got PEP. I am on the first day, taken within 48 hrs, but am reading here that I may be totally exaggerating the risk. She appeared in perfect health (yes poor indicator), but maybe a what, 15-20% chance of her being infected, based on HIV prevalence in CA? If there is 0.09% chance of transmission with unprotected sex, with a condom, that should reduce an additional 70%, we are in the 1/10,000's chance? My kidney function is 100%, should I stop the PEP??

The only risks for HIV in adults are:
1) Having unprotected anal or vaginal sex, or
2) sharing intravenous needles with IV drug users.

You had ZERO risk for HIV.  Being uncircumsized only increased the risk if there was a risk to begin with.  15-20% of people in California do NOT have HIV - the number is about 0.3% - but it's irrelevant since you used a condom that did not visibly break.  That's the only risk with condom-protected sex - that the condom could break.

Having fluid touch your penis, when your penis is not inside a vagina or anus, is not a risk for HIV.  HIV doesn't transit via fluid on surfaces or your hands, even if those surfaces/hands then touch your penis.  Not sure why you took PEP, but it certainly wasn't necessary, and of course testing isn't needed either.

Thank you. The 15-20% is from a study on sex workers in CA. I will discontinue the PEP.
