Different opinion

Why there are some doctors said that condom only reduce the chance of HIV transmission, but not exclude it.

His explanation is that even the condom is not broken, virus can leak out and condom only protect the part covered. Is that possible?

chances due to condoms not used properly or if the condom breaks durin intercourse
