Genital Ulcers and HIV

Do genital ulcers happen in the first year of having HIV? I do not have herpes, but I have random blisters all over my vagina. Yet a three months HIV negative. Maybe since I am having ulcers my body it taking longer to transfer to a positive? Any cases like this? Never had blister ulcers on vagina before what else is it it not HIV and not herpes?

OK TEAK so I take it as that with a 3 months negative it has to be something else. THANK YOU
