if there was **** on a tolit seat from a poss person and a 3 year old climbed up to pee could he get infected by touching it on hands than later putting hands in mouth or nose. could it happen even if the **** was wiped off but not disinfected with a cleaner like just the germs there?

Urine does not contain a high enough concentration of HIV to cause transmission. There is no risk in the situation you described.
